Ciao a tutti, vorrei installare una lavatrice a casa mia e l’alimentazione idrica era bloccata da un tappo come mostrato nella prima foto. Una volta rimossa tutta la parte inferiore ho notato che non esce acqua anche aprendo la valvola. È normale o cosa dovrei effettivamente fare in questa situazione. Grazie !

This looks like a normal washing machine valve. Ask Hausverwaltung or Hausmeister why there is no water.
Sometimes there is a dedicated additional valve in the flat which can shut off the water to the washing machine. If you find something like this, try it.
Water is probably turned off. There might be a handle somewhere were your meter is. Otherwise call your maintenance guy
