This is reactionary nonsense.
Sorry. But its not just ski resorts, its essentially anywhere. Even in residential apartments, its not legally required to have smoke alarms! Have a fireplace? Carbon monoxide detector is not required by law. There are so many things that could just be improved to keep with the times.
How about they review the entire fire code?
This was totally expected. The system was set up as a combination of responsible owners (==> certain level of the fire safety) and (for this assumption) adequate monitoring. Now they must
– assess if this is a rotten apple in the basket, or is the general level of fire safety lower than anticipated
– rebuild public trust
Way more interesting would be the following two items:
– results of above inspections
– amount of work thrown into fire safety in the region
Assuming the owners are not entirely nuts, they will run to address the shortcomings in their places. If one could track this work, one would know the answer to the rotten apple question.
So a week of performatory action before going back to the same old “appeal to individual responsability”
Ideally, you want inspectors from neighboring districts doing the work to forestall any possible collusion. People in smaller locales all know each other, and may be less-than rigorous. That would be a much better way to effect real improvements than tinkering with technical standards, IMO.

I really think that kids at young age should have at least one of each demonstrations:
A prop room burned in front of them to show how fast it spreads so you have some fear of it.
Exercise of jumping into a pool in winter clothes (they do it in Netherlands) to know how to survive.
Mock demonstration of a child mannequin being hit by car when running from behind a car (they do it in Japan).

Lessons could have been learned long ago.
If this ends up being anything like the Station nightclub fire, the owners were cheap and bought sound insulation foam that is not meant to be put on walls and ceilings, and the fire marshal was lazy or lackadaisical about code enforcement.
Some context:
In Switzerland, **there is no standalone federal crime for merely ignoring fire-safety rules**. A public venue owner is punished **when that disregard creates danger or leads to a fire or harm**.
Under the **Swiss Criminal Code (StGB)**:
* **Negligent arson (Art. 222 StGB)** If a bar owner **willfully ignores fire-prevention, detection, or suppression duties** and this **negligence leads to a fire or endangers people**, the penalty is **up to 3 years’ imprisonment or a monetary penalty**.
* **Intentional arson (Art. 221 StGB)** If the conduct is considered **intentional** and endangers the public, the penalty is **at least 1 year of imprisonment** (more if life is knowingly endangered).
* **If people are injured or killed**, additional charges apply (e.g. **negligent bodily harm or negligent homicide**), increasing exposure to custodial sentences.
Alleged **fire-safety violations are not punished on their own**, but are legally assessed through **negligent arson and harm-to-persons offences**, based on whether ignored safety requirements contributed to a deadly, or serious, outcome. Administrative sanctions (fines, closure) may apply separately at cantonal level.
A bar owner who knowingly ignores fire-safety rules in Switzerland risks **criminal imprisonment (up to 3 years, or more if intentional or fatal)** once public safety is endangered.
I managed a 6000m2 building in GE for a while, and we had yearly visits from the fire brigade. It had state of the art fire detection and suppression. They came every year. Written report. They found something to improve almost every year, and checked that we did it. No idea if they are also checking small bars, but I sure hope so.
I understand that the rules are different in every canton, but like everyone else, I find this tragic event shocking, and I hope we learn from it and avoid a repeat.

It really rubs me the wrong way that the town now also sues. Their employees didn’t do their controlling work periodically and also not right when they did either. But I guess they try to follow the approach attack is the best defense.
