If you are asking seriously that would depend on a plethora of factors.
But I’d go for Monaco
Monaco or Paris really depends on lifestyle, priorities, and budget. Both can be great choices, but they suit very different profiles and life projects.
Monaco feels more like a small, comfortable village than a big city: it is extremely safe, clean, and very calm most of the time. If your budget allows for a nice apartment, you can enjoy a very peaceful and secure lifestyle, with an excellent climate and plenty of sunshine, even if summers can be quite hot.
However, it is also a very small place. There are some good restaurants, bars, and clubs, but the scene is nowhere near as dynamic or diverse as in Paris, and the cultural life is relatively limited. It can easily feel a bit repetitive or not very exciting, especially if you like variety and constant new experiences.
Paris, if you can afford to live in a pleasant neighborhood and have a decent budget, offers a completely different level of possibilities. The city has a much richer cultural life (museums, exhibitions, concerts, theater, festivals), a broader social scene (international communities, associations, professional networks), and a far more intense nightlife.
Professionally, especially in certain fields (culture, media, consulting, institutions, start‑ups, etc.), Paris provides a much larger job market and many more opportunities. On the other hand, it is noisier, more stressful, more crowded, and in many ways less comfortable and less “easy” on a daily basis than a place like Monaco.
