because houses outside of Tbilisi or Batumi and in none touristy areas are cheap
Because nobody wants to live there. There is no industry, no real job opportunities, no strong universities, very limited infrastructure, poor healthcare, and few amenities. Most sellers are people who moved to Tbilisi and are selling village homes they no longer use. My own family sold our village house, with a large fertile plot of land and a two-story home, for just $20 000
Because demand is low. People prefer to invest and live in other cities that offer more economic opportunities. In addition, many people believe Zugdidi is not a great location where one would spend their vacation/holidays. So the reason one would buy a large house there is unclear. The only reason I can think of is low price. Zugdidi’s healthcare and education system also needs improvement to say it nicely.

Economy is crap, family has moved to Tbilisi or emigrated from the country entirely and needs cash. To be honest that is a pretty high price for such a house, entirely because it’s in Zugdidi town which has some great amenities. You can sometimes find in Samegrelo a house twice as big on half a hectare of land for half that price. It’s like this in many rural areas of Georgia, although with certain factors (being within 1.5hr from Tbilisi, being close to sea, being in prime vineyard country) the price can be much more.
