No, they shouldn’t. Cyprus should absolutely act as a consultant and should participate because of the relations between Cyprus and Palestine, and its proximity to Palestine. Cyprus can, and should play a role to help establish a two state solution, and should ideally use its relationship with israel to encourage a two state solution. Having said this, Cyprus has its own issue to contend with.
TL;DR Cyprus shouldn’t spend $1 billion dollars to have a permanent seat on a makeshift security council.
