      Some nice ideas but no mention of punishment for further failures which is the only thing that really matters.

      The real question is what powers the new regulator will get. Unless it’s similar to that of the UK financial regulators, it may fail. Already most waterways are checked and we know rules are being broken. Ability to put limits on bonuses would be a good start.
