I’m going to play devil’s advocate for a second – what do you feel would be a fair admin fee?
There’s a cost associated with bringing an import into the single market. It’s €4.95 but you don’t need to worry about any of that once it’s paid.
It’s annoying and I’ve had instances where an admin fee was charged to me but no admin was actually done (they charged me import VAT on textbooks which should be VAT exempt), but overall I think €4.95 for a few minutes of a worker’s time is fair enough.
A very good way of avoiding that cost is simply by buying European. The last few weeks have shown the necessities of that for all sorts of reasons.

I was charged 14 euro for customs, when my package originated from Germany!

Ok, going to put my idiot cap on here, so forgive me but: where’s the VAT coming from? Surely that would have been paid upon purchase or, if coming from non-EU there would have been excise or import duty…?

By far the biggest problem is the failure to check whether or not VAT has been paid. You are not supposed to pay VAT twice on a product coming from a country of ‘preferential origin,’ which Britain is classed as. Some British retailers have started to get ahead of this and will remove VAT from your purchase either automatically or with a quick phone call for products being shipped to Ireland. But Irish customs do absolutely nothing to prevent people being doubly charged VAT, and when you ring them to query it they tell you to provide proof that the VAT has already been paid, which is impossible in many instances and highly onerous in others. I’ve called them several times and only once has one of the agents even been aware of the preferential origin rules.
I have even had a small seller handwrite notes on an invoice showing British VAT paid, affix it to the exterior of the package, and customs still refuse to release it unless I pay VAT again, even after I quote the EU regulations to them verbatim. It’s beyond a joke.
