Out of all the countries in the world, I would never have guessed Germany will do that. Because it violates some DIN norm and 14 rules of some Versordnung for Sicherheit im Straßenverkehr.
Here I am not allowed to have additional off road lights on my car closer than 600mm together. But a crosswalk light can be a dancing bear with a Brezel.
I like the bear. But I don’t see why things much less interesting are strictly forbidden.
