So how do you supposed to get to work with a 75km commute, when there is no public transport exist?Or I should just became rich from now on, so I can buy a house in Dublin for 750K?

There are plenty of people who must drive to work.
There are also plenty of people who choose to because they see their personal convenience as more important.
Both these things can be true.
We can introduce these things to discourage frivolous driving whilst also introducing systems that give you a pass if reasonable alternatives don’t exist for you.

Until and unless you provide a viable alternative to the car for at least 20% of the driving population it’s not going to make a difference.
