Unless anybody wants to not operate with an assumption of NAIRU this is not all that meaningful.
Politically and economically, if we are unhappy with unemployment, then we should pursue a full employment strategy. Nothing else is going to address the tendency of the private market to underemploy people.
We could always choose to reconsider running with NAIRU and instead view the level of unemployment as a political choice, addressed with government policies and public job creation.
But the endless comparison of unemployment rates, that every European nation operating on NAIRU will always have to some degree, is tedious and ignores that actual political choices that lead to the existence of unemployment.
