I am not the biggest fan of adding laws against victimless crime. They are also rather hard to enforce, especially without an ability to find a victim and check if they were hurt.
this was banned already, depicting children in any kind of sexual behaviour, whether the children are real or not, is just illegal. There is no additional step to take
But right now there are a bunch of pedophiles training their homebrew model with the shit you’re trying to ban. But don’t warn them, right?
I mean they can ban it, but online gambling, illegal streaming of music and movies, all kind of fraud, stealing user data, selling illegal drugs etc. is also outlawed in the internet. How good does this work? It’s a fight against hydra, if they arrest five people, there are fifty more before the processes are over. Not even talking about Chinese and Russian criminals, who will happily make money with it, without the risk of ever being persecuted.
This will sadly be a lost game. People love porn, and the AIs that do the shit with adults can probably be very easily modified to do the same with children, as for an AI an image is an image.
