Even though the military went into a rapid decline following the fall of communist regime there were still huuuge stockpiles of artillery shells, different types of ammo, rocket launchers, AA guns and tanks. With that said and considering the rough terrain of our country there’s no way the serbs could’ve pulled such maneuvre. At the very most they could’ve laid a siege in the northern parts of the country which would’ve caused them a lot of casualties from guerrilla warfare and hit and run tactics. There could’ve been some devastation on civilians and infrastructure from aerial assaults but otherwise not an overall considerable damage. To give you some perspective – if they managed to get close to Tirana which is protected by an elevated area of hills and mountains they had to pass through multiple layers of defence which are situated there. Absolutely not an easy job by far given the capabilities of then Yugoslav Army.
