Everyone thinks it’s very stupid and confusing.
Also they shouldn’t have to move between Strasbourg and Bruxelles all the time. As a selfish French asshole, I wish Strasbourg was the capital of European institutions since the city moved between France and Germany, it’s a great melting pot of Franco-German culture. But since Brussels won, let them move there permanently, once and for all.

The name is indeed confusing. Here is my method : think about “European” Council linked to “European” Union (when there is the word “European” you know the Council is from “European” Union), which is different with the name of Council of Europe

* *Det Europæiske Råd* (a part of the EU)
* *Rådet for Den Europæiske Union* (another part of the EU)
* *Europarådet* (not part of the EU)

In Switzerland, we have “Conseil d’Etat”, which is a cantonal (state) government, and the “Conseil des Etats”, which is the upper chamber of parliament. So someone who was a state minister before becoming a senator, will be a “conseiller aux Etats, ancien conseiller d’Etat”
