      I am sorry, but how does this prevent something like “China” from happening again? Scientists coming here, learning, getting “our” IPs and then leaving back to the US? Focus on yourself, stop trying to bring “illegals” over. Focus on YOUR PEOPLE finally.

      For a one year packet, thats kinda okay, tho double the amount would have probably been way more promissing in terms of result.

      We could just make the EU a better place to start a business and that might help. Problem is though that Europeans who move to the US have a higher quality of life in the US than they do in Europe. This has been widely studied.
