Surely small developers are going to have their designs influenced by the same forces larger developers are? I.e it’s more economical to have fewer designs.

So as a condition for granting planning permission for housing for every acre of publicly owned land sold to developers a certain number of square meters needs to be set aside to be sold to private individuals,

This is a good idea.
Housebuilding crashes in 2008 but large builders quickly recovered, smaller ones never did which has left an ongoing deficit of house building.
In 1990, 40% of completions were done by a small or medium builde, now it’s 10%.
The paper work costs to apply for planning permission was about £28k in 1990, now it’s £125k – both 2023 prices.
Obviously builders struggle with this more. But they also tend to build on smaller plots compared to large greenfield developers, so regulation is spread over fewer completions and so is less competitive. £125k over 10 completions is £12.5k per completions but just £125 over 1000 completions on a large plot.

Why do we need developers at all? How about selling land directly to people who can then contract architects, builders and have house designed and built to their individual spec.
That’s what’s happening all around Europe and results in cheaper and better quality homes.

Stop forcing people to make a certain amount of affordable housing. Build nice areas where people want to live.

Build flats, get the supply up. Anything else is not going to be enough quantity. We need extensive numbers of flats built in every town and city.
House prices need to crash, we need a complete routing of house prices. NIMBYs must be steamrolled. This will completely reshape our economy and set it up for massive growth. Imagine if you didn’t have to pay 40%+ of your income to rent? What cool things could you do, buy or invest in?
Unfortunately this will be massively unpopular as we have an issue where previous generations have used houses as an investment vehicle. They will suffer massive short term losses and vote for populists.
Labour knows this so my guess is nothing significant happens and we get this kind of rearranging of the deck chairs in the titanic. The UK will continue to be an all expenses paid retirement home for boomers.
