Yes. This because the Parliament can propose laws somewhat independently from the Federal Council, and in such cases when the Council doesn’t agree they can say as much as shown here. Ultimately the vote of the people decides.
initiatives always have the recommendations in them like that
I just had a look at old initiatives. This seems to be a standard clause in initiatives and was present in all of the initiatives I looked at.
And it is “only” a recommendation to reject it. There have been many initiatives that were accepted regardless. But in general initiatives rarely get accepted.
