It was an app you had to buy and install on your PC that would do locally (badly) what Google was doing in the cloud, since 15 years, for free, without any installation.
The very reason a moronic idea like that monopolizes EU tech money just because you have a nice diploma is the very reason Google is monopolistic. The EU has nothing better to offer than an updated SAP…

Unfortunately there is nothing the EU in general, and constituents on their own can do about these big tech monopolies, other than a little slap on the wrist and some pocket money.
Not while Ireland, the Cayman Islands of the union, still is part of it. They can always be relied upon to sink any such initiative.
