They’re an irresponsible owner for allowing their cats to roam. They decimate local wildlife, defecate on people’s property, and obviously it’s dangerous for the cats themselves.
I purchased a catio for my two and it’s hands down the best thing I’ve ever bought them. I can let them out without worrying about them killing young birds, being hit by a car or being mauled by a dog.

I feel for the owner, whoever hit/found the cat should’ve done the right thing instead of discarding the poor cat’s body.
However, the only way to truly avoid this from happening is to not let our cats free roam.
There’s such a high risk of them being hit by a car, killed by a fox or dog, poisoned, trapped somewhere, etc.
There’s plenty of ways to keep cats safe whilst still having outdoor access – cat-proof gardens, catios or leash training.
I know it’s the norm, and I used to have free roaming cats too, but after losing two and finding several cats sadly deceased, it’s simply not safe for them outside.

i dont let my dogs out to roam whenever and wherever they want, none of them have ever been hit by a car or been close to such

Letting cats roam is just a stupid concept in general. When my dog shits in public, I pick it up. The neighbours cat shits _in my garden_.
There have been a few close calls when my dog has been out in the garden and the neighbours cat enters, my dog has got very close to catching it. My dog is contained within my property, and their cat is coming into my garden which is my dog’s territory. If my dog catches the cat, I will feel terrible for the cat but as far as I’m concerned no blame lies with me. They let their animal into my garden, my animal is contained on my property. That is on the cat’s owner for letting it go wherever.
Roaming cats are peak entitlement. No owner responsibility. If people let their dogs roam like that, there would be absolute outrage.

In other words, thousands of pet owners fail to provide a secure environment to their pets. Not to mention cleaning after those pets (i have a friend with 2 cats free to roam, he doesn’t own a litter box as apparently is dirty. The law isn’t outdated. People kept cats in 1988. The last time adding cats came up that I know of was in 2022. The government refused to amend the law and pointed out this section of the law is based on whether an animal could be classed as “working”. It was never intended to cover domestic pets.

So he was regularly outside at night. I know there’s always debate on whether cats should be let outside at all, but night time is when I hear cats fighting each other, it’s when bigger animals like foxes are about, and it’s a time of much worse visibility on the roads, especially for a black cat.
Part of caring for a pet is knowing what’s best for them and protecting them from harm, whatever their personal preferences are.

I would only accept changing this if we changed the law on holding owners responsible for damage cats cause, shitting in other people’s property, damaging things, killing wildlife . Also make them responsible for the damage to the cars they hit them.
If you let your cat go out on its own, then they either must take responsibility for what it does, or accept nobody is responsible for what happens to them.

We had a cat get killed a few years ago, the driver went into the Tesco express and the staff boxed her up and left her outside. Mum was wondering about calling her name and a member of staff came out and told her the bad news.
Just taking the cat to the tip is horribly cruel.

Honestly, this falls under human decency, we shouldn’t have laws to dictate every single action of our lives.
Domestic pets, especially those that can end up running away like a dog or roam like a cat should be chipped. In case of an accident it is only a decent thing to collect the animal and bring it to the vet so the owner can be contacted.
Let’s be decent people because we want to, not because of law.

As a cat owner and had my baby boy lost to a car. i have to say this sucks, but even i have to admit that this is part of owning a cat. They get free roam protections at the cost of accountability from cars.
