      Dense population.
      Transit country.
      Small country so it misleadingly looks worser because of denser monitoring networks. 
      Measurements from other countries can be done strategically (we can’t since we don’t have much rural or suburban zones) so a large country can have terrible air quality in one city but look green overall.

      Arcelor Mittal Gent happened. It’s by far Belgium’s biggest pollutent with fine powders.
