Secretary Rubio is one of the more “normal” members of that admin …and if he’s saying it’s a US plan (in spite of us all knowing it’s not)…things are cooked.

In fact, my current theory is that they received that “proposal” from Putin in Alaska, as a trade. Trump forces Ukraine to accept that plan and Putin agrees to do nothing about an intervention in Venezuela
