Probably America. If that graph is correct then America put in half as much as Europe Combined. That’s a lot to not have. Hopefully Ukraine has some they can offer to increase that.
The US pulled out and forced europe to pay for everything the US provides… as much as i hate to say it, this is blatantly the USA holding the cards. They are dictating exactly how everything gets to play out. It’s not good, but it is what it is.
