It’s least enforceable of any points, how are you even going to officially count an army of a foreign nation.

Look at what Germany did in the 1930s and before 1940.

Only something stupid silly low is enforceable like max. 500. Ukraine could agree with 250.000, 500.000, 1 million 50 million etc… it all doesn’t matter. Can’t be checked and there are a billion loopholes.
