Surprised Manchester isn’t here for the UK. Metrolink is quite big now. Although if the cut off is mainly underground then that explains it. Not sure why DLR would be included if that’s the case.
I do wonder in the need for a cut off though. It feels like a needless distinction, especially were the lines are mostly segregated. Does it matter if they are above or below.

Belgrade, Birmingham, Cologne, Dublin, Düsseldorf, Manchester, Liverpool, Zaragoza, Zürich, Krakow, Zagreb, Palermo would be some of the bigger cities without a metro.

Frankfurt has no Metro.
If you count the underground train of Frankfurt as Metro, then Stuttgart has a Metro too.

We could have had an Underground in Bremen a while ago, but they decided it would be smarter to have the Autobahn go through the city.

MRT is a better definition than metro: tracks are not accessible by pedestrians and other vehicles. So, taking out trams.
