    Are we meant to understand this to mean that developer profits being too low is what was preventing apartments being developed?

    Get cracking on those commencements and completions. Apartments may be more expensive but we need more density, especially around public transport hubs.

    When small piece of land was sold to developer in my area I was hopful to see an apartment block build but all we get was tightly packed 3 houses with barely any room for patch of grass. Oportunity wasted.
