Le Monde is pretty light on detail, so here’s what France24 adds:
“The interior ministry said the man was a Malian citizen, imprisoned in January 2024 for aggravated theft and sexual assault. He had been required to leave France after being released in July. The man had been placed in an administrative detention centre, but failure to obtain a consular travel document required for his deportation meant he was released after 90 days, as required by law,”

So if France wants to deport you, you can just fail to obtain whatever documents are required or hope whatever administrator is in charge of doing that fails to do so within 90 days and then you’re free to stay? Seems like quite the loophole.
