Yes. In old days when you needed some documents from the government like birth certificat, you would fill the request form by hand on paper, and glue this stamp to the request. That was small fee for making the document instead of money.

Tax stamps for government services
A tax stamp called državni biljeg is a special paper mark that the Croatian state uses to charge administrative and court fees as a kind of indirect tax. Ministarstvo financija (Ministry of Finance) prints and releases tax stamps, and the Hrvatska Narodna Banka (Croatian National Bank) distributes them.
It is “porez na budale” that our stupid country invented. 😀
