Pretty uncommon but not that uncommon. I haven’t seen these outside Silesia but I honestly didn’t look for them.
My theory is that during communist times siding was hard to get by, but broken plates from industrial production were abundant. So people took them and used it as a siding. It looks better than just concrete.
