Can not see who did not pay, the end client or only the intermediary.
A lot is dependent on what was arranged in the contract. There are even with 1 & 2 year contracts almost always escape possibilities.
I freelanced 35+ years in IT in different EU countries.
I never did huge investments at start of contract in another country. Better just to stay in a hotel for the first few weeks or months.
It never happened to me, that i was not paid for supplied services. Occasionally late payments happened, but could solve that quick.
But some agencies were known to pay last invoice late (or not).
They did that especially with consultants from abroad. When they were back to their country of origin, not knowing the legal possibilities they often let it go.
But news spreads around and the agencies burned themselves.
