This is the case in Scotland but after every driver bitched and moaned they stopped enforcing it within a week or two. So now everyone is parking on the pavement again.

The example photo in the article is obviously a problem parked car, but there been plenty of schemes that allow part-pavement parking to help both issues like the example and not enough space to fully park on the roads

This is a real problem if you’re disabled and can’t get past one of several unnecessarily large £40k+ SUVs blocking their path. If the powers only amount to a £100 fine if spotted, that’s good enough for me. Brush their coachwork with that £10 wing mirror attached to you scooter too
