It’s an outlier in the north.
Snow boots always good to have. Good quality pair can last you years. Lowa is a good brand to look into
the few people I know here told me that usually the winters are milder, so buying heavy duty snowboots for urban living might be an overkill.
(I recently moved from somewhat sunny Australia and had the same question. )
I’m German and asking myself the same thing…we haven’t had a proper winter in so long that I got rid of most of my snow-clothes…
But I’d advise you to just get some Boots with a good profile on the soles, like timberlands or similar, you can wear them with or without snow, your feet won’t get wet and you can always add some cozy socks
It’s an outlier but not a huge outlier. They happen every few years. If you plan to stay it’s worth the investment IMO.
What exactly do you define as “snow footwear”? Warm shoes with a bottom with some proper profile/ridges are something practical I personally would not want to miss even without the snow.
But if you mean something like shoes with spikes or those large snow boots for alpine areas would be wasting money for a downtown area imho.
A good pair of snow footwear is always a good investment. Germany doesn’t have many snow days, but they do come yearly even if it is just for a few days. You never know how long or strong the snowfall will be and honestly, I just wear mine all winter through as it is still cold even without snow. So no harm done buying good winter shoes 😀
It is an outlier but not the last one you’ll ever experience.

Honestly just get some proper hiking boots, preferably leather, so they are waterproof.
I can recommend, Meindl, Haix, or Lowa.
You can use these in the winter, but you can also wear them for hiking or going into the mountains.
And a good pair of boots will last you a long time.my
Just get a good pair of boots from Panama Jack or Timberland or similar. They’re fine for winter, and fashionable for fall/spring. No need to go full arctic expedition.
You should get some relatively normal winter shoes/boots (waterproof is best) for every year, as ice on the streets happens every winter, with some good profile soles. You can also buy the put on spikes for ice if you walk out a lot.
Hiking/skiing winter boots aren’t usually necessary.
For the ice get shoe spikes it’s under 10 euros and it’s a lifesaver. There’s no regular winter footwear that will protect you from black ice.

Thermal Winter Boots? Overkill for every day but 2 or 3 days every few years.
A decent pair of waterproof hiking or military boots? Not a bad idea for winter in general.
I’ve been using the Wanderschuhe that my German fiancée got me las year to integrate, they are water resistant with some Gore-Tex or stuff. I’ve been walking a lot around and they are very steady… and they are also good for Wandern all year long ✌🏽

Would recommend. Mine are a bit rusty now, but it’s been at least 15 years. And they still grip on black ice.
I live in an area close to the mountains where there is a lot of snow every year. Five years ago I bought a pair of high winter boots from Decathlon’s “house brand” and they have served me very well so far.

I live in Sweden, and almost no one needs proper snow footwear, unless you’re planning to go hiking.
Keep in mind that the PU material that essentially all current soles are made of will degrade and crumble when the shoes are only in storage for a long time. The reason is that it absorbs moisture from the air (for a detailed description, see https://www.bergzeit.de/magazin/wanderschuhe-sohle-loest-sich-hydrolyse/). This is not a quality defect per se, but means that you should not buy shoes that you will only wear five days in as many years. Compromise: Get solid hiking-boot-type shoes that you can wear during all of autumn and winter, think Meindl. And dry them during the wet season.
Which city are you in?
If you mean snow ready outdoor boots… Definitely get one.
Of you usually have warm foots, get a waterproof hiking boots/shoes and maybe Einlegesohlen (shoe inlets made from wool and you can buy them at Deichmann, DM, Rossmann). If you are lucky get them used.
If you are just here one year, buy some used shoes, Deichmann or maybe the warm boots from Blackfox.
Depends on where you live, but we had over 1m in march one year, it is often slipperry. Get at least waterproof shoes as they are good in rainy weather.
Get some decent hiking boots (I got a good pair off of Kleinanzeigen) that will also be good to use when you go for a normal Spaziergang in dryer or warmer weather (maybe the shoes will not be suitable for summer weather, because too hot).
Last time I remember it being like this in Berlin was early 2013. Before that the winters of 2008/09 and 09/10 were bad, but that’s it in my 20 years here.
