      Stairway to heaven for some cute hoor connected developer. There is no end to the fraud being perpetuated on the taxpayer.
      Just as well they have increased the property tax eh.

      Give those lads a raise.

      >The National Transport Authority said this week that the council had told it that the cost increases were due to unforeseen site conditions – tree roots and uncharted high-voltage ESB cables – along with additional measures needed to protect trees.

      As with most projects that go over budget, scope creep is the main issue.

      The contractor cant be held responsible for items they couldn’t have know about, or werent told about.

      A well designed tender provides all the possibly required information, this means the chances for a contractor to make a claim are greatly reduced.

      There needs to be some sort of audit or investigation into the tendering process and cost overrun of tax-funded building projects.

      Has to be some sort of corruption

      Edit: and if not corruption, gross inefficiency

      There should be two types of tender. One is, I will assume complete responsibility for all factors and risks arising from my work and pay for any arising legal action for a period of 20 years following handover from my work. I will interface with any inspection and quality process before and during the build. I will source materials through auditable channels.

      Two is, I will throw it up according to your drawings and spec. You provide the materials. You send someone to watch me do it. Pay me as long as I follow the written Instructions. I assume no liability. If anything tricky is found during the build, that’s on you.

      I walk those steps most days and it seemed like people worked on those steps maybe one day a week for two years…. It was just left idle, nobody there, just a mess…. A new playground beside it went up very quickly though.
