They’re called *Paternosteraufzug* or simply *Paternoster*. As for where you can find them? There’s a [fairly long list on Wikipedia](https://de.wikipedia.org/wiki/Liste_von_Paternosteraufz%C3%BCgen).
ETA: Most of them aren’t open to the public, mostly because of idiots like the person in the video who chose to ignore the signs on them.
These are called paternoster and it is not allowed to build new ones because they are quite dangerous. And I think keeping up old ones is also not that easy from a legal perspective. The wikipedia article gives more detailed information on this.
