Not in any way familiar with *Die Leiden des jungen Werther*, but it might just be the name of mentioned youth? Like *Die Marquise von O…* ‘censors’ the place where she is from, here, the exact name is ‘censored’?

I’m hardly an expert but a short look into the text told me that V is just an abbreviated name for a minor character. Goethe used the initial as a tool to make the format credible. It might have been polite to talk about a casual encounter in a pseudonymous way.
