Turn the inner dial clockwise to real time and then push the outer dial and turn the other way to set when it is on. it starts at green and ends at red arrow

So you turn the whole thing (black and white circles) clockwise until the white notch is on the current time. Then you push it down and move the black ring counterclockwise until you hit the time you want. It starts heating at the green time and stops at the red. You can move the black to the current time to check it heats. In the photo you appear to have the time at 21 and heating from 10 to 12.
