I got this too. My first thought was, hmm a phishing scam but no link to click. Seems there was a breach of details as pointed out in another comment. Let’s see what comes of this…

I have not received such a thing.
Had no idea we even had such a website (*gigavoucher.dmrid.gov.cy* and it seems that is currently offline*),* but from what I read from the news it seems to be related to some subsidies>
I would assume this message is real, as it just tells you that they fucked up and to be careful of phishing.
This message was probably sent under the GDPR regulation as they needed to inform you that your data may have been exposed
