I don’t see it
Many years ago, Finland’s Japan Embassy held a competition for illustrating the Suomi-neito based on Finland’s outline. You can find some of the entries [here](https://www.crunchyroll.com/news/latest/2012/3/6/finnish-national-character-illustration-competition-winners-announced).
Finnish Maiden is earlier creation than these borders. It orininates from Aura Maiden. By the late 19th and early 20th centuries, artists shaped her form to match Finland’s map, not the other way around. It was a part of a wider Nordic tradition of national female personifications: Sweden’s Mother Svea, Denmark’s Mother Denmark, and Iceland’s Lady of the Mountain.
And just to add: Petsamo became part of Finland as a compromise over Repola and Porajärvi, and historically it wasn’t considered part of Finland. Petsamo was a part of Finland only about 24 years.
