Ho questa piccola ma prominente ammaccatura sull’auto, non sono sicuro di chi o cosa l’abbia causata sul ciglio della strada. Cosa potrebbe aver causato una simile ammaccatura? Posso richiedere un’assicurazione su questo? E se dovessi informarne la polizia?

This looks really strange. Definitely something you can bring up to your insurance if it bothers you and if you want it changed and do not want to pay it fully by yourself.
I personally would not get police involved because nothing will come out of it. I would suggest to you to call your insurance and ask if they want/need a police report regarding vandalism.
Please keep in mind your insurance costs can rise if you let it be handled through the insurance company.
Little rocks/pebbles that were used when it was still icy to improve grip, maybe? They can get kicked up while driving.
Concerning insurance: If yours covers it, sure. But maybe do a quick calculation if the likely increased premiums are worth it.
Concerning police: In what sense do you want to report what exactly? That there’s a ding on your car? What exactly would you want them to do about it?
