People are a bit confused about shelters but the gist is in the late 90s the government decided it’d be a good idea to have shelters. It has the choice of a. Purpose building shelters or b. Repurposing/Refitting existing spaces.
The choose B. Because it was cheaper.
AFAIK (please someone correct me if I am wrong) civil defence then went to a public authorities and private owners that managed/owned basements and asked them if they were interested to refit their spaces for shelters.
I am not sure whar Refitting entails but my understanding is best case you get sanitation and air filtration systems, worst case you get a sign outside and when war kicks off you get a dry toilet.
In peace time you get to use your space as you like (parking, basement whatever) but in case of emergency you’re supposed to vacate it withing 24h to be used as a shelter. Civil defence is also supposed to jnspect/maintain this spaces and owners/managers are supposed to comply with instructions.
So yes, perfectly legal as far as the shelter aspect is concerned.
