It’s always a tricky job to balance national and local interests when it comes to decentralisation.
What’s weird to me is how in the memo concessions to devolved governments are treated basically like negotiating with terrorists, I mean I kinda understood by now that devolvement in the UK is mostly a dumpster fire and an half-assed, halfhearted attempt at decentralisation but still, yikes

For those wanging on in here about the UK Government can spend where it likes etc etc, you are jut as bad as the scenario outlined in the leak.
The UK Government either respects devolved competencies and lines of delineation or it does not, its pretty simple.
And for the record, I dont have any issues with the UK Government spending money in Scotland, I am Scottish, but doing it outwith their scope to simply unsurp the Scottish Government is simply political shit-housing.
