      The 60€ (or the reduced processing fee) are no monetary fine in that sense but it a contractual fine between you and the company you taking the train of.

      Also I would sort out why you have those troubles. Maybe switch to the chip card version?

      No., of course not. Getting a fine for not having a ticket is very far from a Straftat.

      Such small things would only matter if you continuously ignored German laws and rules, such as not having a ticket every day and getting a fine every second day and never paying those fines.

      A Straftat that is relevant for German residency permits would require standing in front of a judge and getting more than 90 “Tagessätze” – fines from the judge equal to 90 days of income.

      First: No.

      Second: If you the reason for not being able to show the ticket were technical issues, I would dispute the fines and don’t pay them. If you were in possession of a valid (personalised) ticket, you can show that ticket (or proof of having had the ticket in the moments when it was checked) even later and only have to pay a administrative fee of about 7 EUR.
