I’ve never seen this actually used, it’s always the standard red and blue one on municipal docs. I think it’s reserved for special occasions like diplomatic gifts and citizens awards and such.
The coat of arms of the city of Tbilisi is a composition created through writing, in the form of a Georgian shield with a circular shape.
