    Because some time ago it belonged to the territory of Luxembourg.

    Luxembourg and Belgium were part of the United Netherlands (Luxembourg via Personal Union)

    Until the Belgians decided they didn’t want to be part of the United Netherlands any more (with some French help)

    But they couldn’t agree how to split Luxembourg and Limburg, so Britain, Russia, Germany, France and Germany decided to get involved.
