C’è un modo in cui posso fare appello a ciò? Ho fatto il biglietto con la mia carta ma non si è presentato a chi controllava. Dicevano di chiamare la polizia, per tweet euro non vale la pena ma fatemelo sapere

yeah that’s the fine for not having a ticket (or not validated or whatever) – 20 euro – looks legit.
it reads at the top that it has been issued by “inspector’s portable terminal” number 28, property of Sofia city transport company, and it was issued on tramway line #5
Do you have any trace of actually having paid the ticket? If you don’t, then you didn’t pay it. If you do, you should have shown it to them. Nothing to appeal now.
