I am afraid that may be the case. You can find this rug for 400~ USD online, unsure if quality would be the same but it seems to be a mass-manufactured one. If you are still in the country may be you can try to get a refund. Unsure if Tourist Police would be of use here since there was no “forced” purchase happening
