How would this work for countries where you don’t really have to reserve and buy tickets? In The Netherlands you just scan your card and hop on. Would this result in the EU forcing on The Netherlands to implement a reservation system?

I was on a trip through germany this weekend.
650km, 12 hours and 200€ with every single train being delayed – and I was already taking the cheapest connections possible without using regional trains!
Can’t wait for something like this proposal to pass!
