It’s true you don’t really ever say “welcome back” unless someone is already returning somewhere. Seeing it on the way out of town is funny.
The translation on the sign could have been worse though: “Give orders again in the municipality of Sliven!”
I’m happy to overlook the English error because the design of Sliven’s crest is so cool. I love the horse and tree under the castle turret.

Аз лично не го бях забелязал.
Като жител на област Сливен- вярно си е хора. Няма грешка. Точно си мислиш, че си избягал, виждаш табелата и you are back. Като омагьосан кръг е- няма измъкване.
Може би това е заявка за импеските амбиции на Сливен и териториалните им претенции към съседните континенти.
