What’s the current situation in Azerbaijan*

Currently, the former NKAO is being resettled by Azerbaijani refugees from there. The Azerbaijani government is “rebuilding” the region in a gaudy way – by constructing lavish new buildings, university campuses and airports. In Xankəndi (aka Stepanakert), the government opened the Karabakh University on the campus of the former Artsakh State University. Overall, the region, including the 7 formerly occupied districts remains underpopulated. Only about 1-2k people repatriate to Karabakh annually. After all, there are little amenities in the region, and the rebuilt cities do not provide a modern urban lifestyle that refugees had grown accustomed to in Baku.
In regard to Armenian heritage, it’s a mixed bag. The government claims that pre-19th century Armenian churches are “Caucasian Albanian” (allowing them to claim it as part of Azerbaijani, not Armenian heritage), while still recognizing the Armenian nature of post-19th century buildings. That is because the government’s official historical position is that Armenians were not indigenous to Karabakh, but resettled there from the Ottoman Empire and Iran as part of the Treaty of Turkmenchay in 1828 so Russia could have loyal Christian subjects there.
Most Armenian churches are left alone, though some (like the one in the middle of Xankəndi that was built in 2019) are demolished. Some churches, like the Ghazanchetsots cathedral in Shusha are rebuilt in a Russian Orthodox style (round dome), probably because Azerbaijanis are clueless about Christianity, or because the government wants to present it as a Russian Orthodox church.
Overall, it is eerie to see NKAO without Armenians. Many places there were historically inhabited by Armenians and have Armenian toponyms. Even though the public already saw the conflict as over with the 2020 victory (frankly, Azerbaijanis only cared about Shusha, they didn’t care if the rest of NKAO joined Armenia), the 2023 offensive and the ensuing exodus of Armenians still happened. Which is reprehensible and the greatest blow to Azerbaijan’s position in the conflict. I believe Azerbaijan should provide a right of return for Armenians of Artsakh and create a truly multicultural state that doesn’t use its populations’ disdain for Armenians as a source of legitimacy.
