The double headed eagle is NOT part of the coat of arms of any federal German agency or anything else on the federal level (though it appears in the coat of arms of a few towns, counties and such). The so called “Bundesadler”.
That said I personally would find it pretty odd if somebody wore something in public that so clearly represents a governmental symbol yet avoids actually using one by mixing it with historically used symbols. That’s not something Germans generally do.
The double headed eagle is these days also sometimes (but rarely, they mostly use other symbols) used by people referred to as “Reichsbürger” in Germany, which are at least superficially comparable to sovereign citizens in the US. If used in that context however it would usually be styled a little differently and more resemble the traditional display of the eagle of the Holy roman empire, which was indeed double headed. The german empire from 1871 also used a single headed eagle.
Tldr: nothing illegal or directly “bad”, but certainly odd. I don’t think people would appreciate it a lot – quite the opposite. It’s definitely something that’s at least a little inappropriate.
Just don’t … it isn’t the coat of arms and it super cringy …

It is not the German heraldic animal/coat of arms. I wouldn’t know anything bad about it.
