Which is strange, because I seem to recall both the Council of Europe and the European Commission decrying it in very strong terms when the UK wanted to use Rwanda for such purposes.
Now, not only are they on board, but Rwanda itself is on the list of proposed third-party sites being reviewed. Funny that.
