In reality, the border isn’t decided by Soviet papers. It was decided in the 90s, in the war. The trenches along the so called border are the de facto border. Some hills were decided to be Armenian in Azerbaijan’s land, some hills were decided to be Azerbaijani in Armenian land. You can see the trenches on Google Maps. Lately, AZ is pushing the border so they have a strategic advantage in the next fight, like what happened in the 90s. Notice how they are mostly mountain peaks or the tops of hills. It is positioning for a further fight.

Unpopular opinion: no actor can force them to hand them over unless we give back their enclaves. Also Putin’s point was kind of BS. If I was Azerbaijan I would never agree to some BS map from 1930s. The republics are what they were at the time of the independence. Period. That’s Armenia’s fault that we don’t have a good map from 1991. If we cared, we would.
